The second question isn't really a part of the answer. Basically a VPN will help keep you safe from people trying to intercept and view what you're doing online. But you'd need to understand how to use a VPN yourself. As a rule, most VPNs make you look like you are in another country. But that means you'll be connecting to their servers, which means you'll need to use the account to login to Netflix. So essentially, yes, using a VPN does allow you to stream content, but if you are really worried about your privacy, you should use something like Tor.
It's not a way to hide your identity if you're already identified. It's more about making sure other people aren't able to access your traffic. It's not a great substitute for a paid VPN but it can be a good supplement.

To clarify, this only applies to a VPN. VPNs aren't the solution to everything but are better than nothing.
