In my experience only the servers in Japan are blocked. All other VPN IPs are accessible via the apps. I use the VPN app.
I suggest connecting to the free servers because they usually have better speeds. I don't think there's any advantage to connecting to the premium servers in Korea since you're most likely using the app in Korea anyway.
