How to fix firewall blocking Spotify?
The only way I can find to resolve this issue is to stop the process.

You have to kill the process using your OS or another one, but this should stop any of them from listening on a port on a specific range. Killall -9 Spotify. I've found this solution to be a quick and reliable way to do it without going through and stopping all the services you want to listen on. This works well for killing Spotify, even when Spotify is still playing music.
