Is the Outlook app the same as Outlook?

We have this issue where we have people using a PC that's set up as a personal domain controller and all of their user email is going to outlook.com and the outlook.com app on their iphone and ipad. We need them to be able to access their mail on their iPhone (via icloud/ipod) in addition to their outlook.com on their PC.

I want to know if the outlook.com app is the same as outlook? Or if the outlook.com is just a different service altogether than outlook?

Outlook.com is just the app name. That's the only difference I can see from a consumer standpoint.

The idea is that they can configure their iPad to work like a mobile phone; when they open their iCloud account it syncs their email from their account(s) to their phone. If your customers have Outlook installed, you can send your users to your local Outlook setup with instructions to create another local account for the Outlook.com service.
