If you sign up, you will get a message about China, but it only mentions that users can't access VPN sites. It does not actually work in China. However, if you are using Windows, they offer a China VPN app.

That was a weird move by ExpressVPN. Their entire business model is based on VPN traffic, so you'd think they'd try to be more proactive with China.

I would imagine that this is because many VPN providers are blocked in China, and ExpressVPN probably isn't allowed to mention their IP addresses. Most people in China who use VPN apps probably won't tell ExpressVPN that they are going to use ExpressVPN.
