You can't - most of the Indian ISPs offer free usage to international clients with valid passport (and sometimes even visa). I do not think that your question has anything to do with Free stuff. I would like to say something here. Indian internet connections are not really cheap but they are available at reasonable cost. Indian internet providers have lots of plans. You need to check the cost of data you need on daily basis. This is because they may change the cost at any time without prior notice.
