Why isn't this working?Because you can't log in to any of the Apple accounts using the Find My iPhone app if you've disabled the built-in parental controls or if your kid(s) don't have a valid Apple ID. To prevent kids from using Apple devices without parental supervision, make sure they've got an Apple ID and you give them a passcode you can use to keep an eye on them. If you lose your passcode (which kids almost certainly will eventually do), just reset your device to factory settings. Note that a factory reset won't bring back the lost iCloud account.

What should I do?Call up AppleCare and ask them to reset your phone to factory settings. Once the phone has been reset, you'll be able to log in using the Find My iPhone app as usual, even if your passcode has been lost. No, it is impossible. If it was possible you would be able to change your phone settings without a password, which would be a huge security flaw.

The reason is that the password is set when the user account is created, and stored on the device itself. So the only way to change the settings would be to use a root tool to modify the settings file and to change the password. But as we all know, the only root users are the manufacturer and the carrier.
