Does Apple have a graphic design program?
I could be wrong, but I don't think it does.
It's certainly not on the OS X install disc. The Mac App Store version of Pages and Keynote (or is it Numbers) had a pretty nice mockup tool that made it easy to create a document using pre-defined templates, but I'm not sure if that's still available or if the Mac App Store version was a one time thing.
As I recall, there's no real "designer" in Mac OS X, only the ability to apply effects to a document. For those who want to design for Apple, check out the new iBookstore software for creating and publishing books. It's really great, I recommend it.
You might also like to try the new Preview.app for publishing/editing PDFs. It's really impressive - but be careful when you use it. If you accidentally double click on a page, it will open up a window showing the PDF pages. Don't let it do that. You'll be opening the file in the Finder and dragging it back in.
A while ago I was working on an application that needed to have a look that was close to the real Apple look. After looking at other people's attempts at this, I came up with a system I felt worked very well. I don't know how well it would work with every designer, but I've been pleased with it so far.
I created two layers of my design, one containing the elements I wanted to use as a base for the design, the other containing the elements that would serve as placeholders for the final design. I then used GIMP to make the Photoshop mockup. I used the Photoshop Mockup feature to duplicate the layers into Photoshop.
Using Photoshop I made a quick selection of all the elements that I wanted to use in my design. I then applied an "Exclusion" layer to each, except for the first layer, which had my design elements. I made this layer "Overlay" so it would look like the design was still intact.
I then had to flatten my design layer, which would allow me to add any text or images or whatever I wanted to the mockup. To do this I selected the "Layer" menu and selected "Flatten". This would convert the layer into a new document.

A great guide on PS Elements for Designers. I use Photoshop in conjunction with Canvas. When I find myself working on something in Photoshop I generally bring up a Canvas with about 10 layers. If I need something in Photoshop that isn't being used, I'll do it in the Canvas, and then click and drag the canvas into Photoshop. This saves on a bunch of clicking in Photoshop.
If I'm working on a larger image, or one with a lot of layers, I generally keep it open in Photoshop. I like the fact that it's got a lot of vector features that are very useful when you're dealing with graphics. For example, with Illustrator there's no way to easily change a picture's colors. With Photoshop's Canvas you can easily change an object's fill to a different color, etc.
The only downside is that you lose the ability to go back and forth between those different layers in the file. However, in my opinion that tradeoff is worth it since I can still easily do it.
