Is Amazon blocking VPNs?

I recently started setting up VPSs for the Vultr service.

When I go to setup an instance of a VPN it comes up that it's blocked by Amazon. It doesn't explain why, but does state that all vpns are now being blocked. So, does anyone know how to set up a VPN via Vultr's API without being hit with the blackball?

Edit: This seems to have been a recent change and is something that was added on Feb 17th, 2024 (or earlier than that) in this post VPN blockage and this reddit thread VPN ban from Vultr where both references a Feb 17th entry on their support forums. Edit 2: As the comments below suggest, the issue can be resolved by contacting customer support. It turns out that the AWS API has changed enough to cause Vultr's instance-setting code not to recognise that the vpns should be allowed.

In terms of VPN's working on AWS instances you may need to ask yourself if there is any reason you may wish to put your AWS account into a data vacuum. VPN services need to run as little processing as possible for their security against MITM attacks to remain effective. If your network needs your data vacuum and/or your data vacuum needs access to your network then you may have a problem.

From what I can tell AWS blocks the VPN protocol UDP 4614 by default so it is either a service flag when you create a VPN connection or it is an individual IP address. You can see these details for an existing VPN connection in the AWS command line tool aws ec2 describe-vpns.

Update 19th February - I didn't have any success in getting anyone at Vultr to address this so I wrote to Amazon directly instead requesting a reference. They pointed to the CloudTrail logs which stated that the VPN service started working on a February 17th. I confirmed my details for my account with the support team yesterday morning and they gave me a Thank you for reaching out to us. We appreciate your patience. You will hear back shortly. I never got a reply but at the time of this writing on 21st February my VPN works fine.
