Can a putty knife be used as a paint scraper?
I just have this one (with the paint side) that has been used only once for a small chip. It is fine, but not real strong. It has no real sharp edge.
Is it useable or should I throw it away? I have a really nice putty knife at work - when it gets dull enough the blade can be sharpened. You should be able to sharpen it using a metal-cutting disc grinder, although I don't own such a grinder and haven't used one on a non-metal surface. The blade of your putty knife could be worn out.
If it's not sharpened long enough to be sharpened, or worn out, then it's not dangerous in my opinion. You don't say what you're working on, but I would be extremely careful about doing any scraping on ceramic/porcelain surfaces. Such as a tile floor or countertop, or a floor or porcelain sink or faucet. Scrubbing a floor or countertop with a putty knife, even if it's dull, can cause serious damage to such a surface. You wouldn't want to scratch such an expensive surface with a piece of hardened plastic.
There's also an important safety issue when using any sort of scraping tool or hammer on vinyl flooring and vinyl siding. When using a woodworking or metalworking hammer, a properly weighted hammer head would avoid striking the floor or wall with any force sufficient to break the bond of the material. Even a blunt instrument may be too much for the floor or side.
