You will need some software with good tools and methods, some coding knowledge, a browser, and patience to get started. Here are a few suggestions that you should use as a base for your program:
HTML parser (Beautiful Soup Python module, HTMLParser). HTML validator - to validate that your HTML documents is correct. I am using JTidy for my web-scraper's work.
Python, Java, C#, PHP, Javascript - to write your code. If you want to write in Python (with or without Django), I recommend looking at Beautiful Soup or Jsoup.
CURL - The easiest way to get web page data is by using an URL. I used the CURL command line tool to perform an HTTP GET request and print out the data. A more advanced way to do this would be to use a library like HTTR.
So you might have to learn quite a bit, depending on how much data you need to get and if you want to be able to automate it. And of course it helps to have a strong computer science foundation to understand what's going on here. But there are several free/open source libraries that could help you automate web-scraping.
Python - Python has many popular modules to do a number of different functions. BeautifulSoup is a python module. This is something I'd say go with. Jsoup is also a python module, and is probably better than beautiful soup.
