Which server to choose for VPN?

I'm new to IT and to networking.

I'm currently using a Cisco ASA 5505 as my firewall/router. In this environment, we use remote offices (over VPN) for day-to-day work. As a result, the user at site D has Internet access via Router A and router B which both connect to our main ISP. So Router A connects to ISP A, Router B connects to ISP A, and Router C to ISP B. So the user on Router B with our system can reach the internet using our main ISP, but cannot reach other networks.

I'm trying to find the right server to setup a VPN between Router A and B to reach ISP B. I'm not looking for traffic shaping or bandwidth control, it's for redundancy purposes. Does a VPN require a dedicated server? Should I use a VPN concentrator or any of the servers offered by our ISP?
