Where is VPN settings on Android?

I'm new to Android and I want to use a VPN, but I can't find any setting where I can enable it.

On Windows it is easy to find a setting in Network Connection. How is it on Android? Do I have to use the VPN-App?

Is there a way that I can find a setting where I can enable VPN or do I have to use the app? I'm sorry for my bad English. If you can help me I will be very happy.

You need to use an app like the one mentioned in the link. The app's name is "VPN Connect" (see Google Play for more info). On the home screen, press the three dots menu (right arrow, from the right) and select "Settings". Select "VPN Connect". Click on "VPN Configuration". There you have a list of enabled apps (including your "VPN Connect" app), and if you enable the "VPN Connect" app, you should get the option to choose a country to connect to (I think it is China currently, but maybe you can change that). The first time I tried this I just checked "VPN Connect". But after I restarted the phone the VPN-App was disabled again.
