When the first release of Android was rolled out, the major issue was that the majority of apps that were available for purchase through the app store weren't optimized to run on the Honeycomb/Ice Cream Sandwich architecture which the new OS was built around. While the Play Store has made some great strides in that regard, not every app developer is taking advantage of the new interface guidelines.
Even when the majority of apps don't support Honeycomb/Ice Cream Sandwich, Android phones still get updated to the latest version of Android as fast as possible. That's probably why you haven't updated to a newer release yet since you're still operating on the most recent version of Android. If you're running an updated version of Android, your apps should be running fine in Honeycomb/Ice Cream Sandwich.
If you want to use apps built for a later release of Android, you could be running into issues such as those you're describing now. You may need to update the version of the Android OS you're running if you want to use a version of Android that includes the newest version of Play Store apps.
In order to connect via WiFi, you may also want to disable the location services on your device. You can do that by opening up "Android settings," then "Device administration," then "Location, or "Security and Location". Set the Location Mode to "Not found". This will cause Android to only find your device via cell tower triangulation rather than GPS location information.
Android does not come preloaded with software that prevents the detection of your location. Since the vast majority of apps in the Play Store are made for older versions of Android and not for Honeycomb/Ice Cream Sandwich, it's likely you'll encounter some app incompatibility issues if you've recently installed the new version of Android.
