The game of basketball does not have a fixed definition or one agreed upon set of rules, but, as a sport, it has certain conventions. These include the scoring system, the structure of the game itself and the standard practices for courts (see the image below).
To play a game means that the players are on a playing field with certain defined boundaries (areas where the ball is not permitted to go, such as an area just outside the basket for free throws) and a goal (the basket). The game has rules, usually consisting of two elements: time and scores.
Rules exist because they are expected to reduce the risk of a game being stopped or interrupted. In fact, without rules, every game would be stopped after a few minutes, since there are many things a player can do to influence a game that is at least not a little bit dangerous.
While it is certainly true that a player may have a game without rules or may play without a ball, this situation is highly unusual. Most games require that the players have a ball and at least a defined playing field and basket.
Many other aspects of the game, such as the size and quality of the baskets, the distance between baskets and/or between players, and how far the players can shoot the ball from the basket, also serve to reduce the chance that a player will cause a serious injury. We can call all the objects in a game a "court." A court is any place that is not defined as off limits to the ball, such as a court that includes part of the endline but is not marked as forbidden, or a court that is bounded by a fence but is not marked as forbidden. Bunkers are another example of a court.
So, if there is a playing field and basket and players are free to run around on the field and shoot the ball at any of the baskets, then we can say that a game is being played on a court. As in hockey, some leagues limit players' ability to shoot from beyond half-court (ie, outside the 3-point line, about 17 feet from the basket) in order to reduce the risk of serious injuries to a player who can hit the ball into the crowd.

For me, it's being able to just play the game.
