Can I download VPN on my smart TV?

I am having a problem with my smart TV.

It is not working. The only way it works is by turning it off and then back on again. Is there any way to download a VPN on it? I have a Chromecast.

I have been having this same problem for over a year now. It started with not being able to stream Netflix. Then, it started to work sporadically. I think it is a software update. I have a Sony X900G with Android 6.
