Note that the above is basically the same FAQ as they had before the ban. The only difference is that they now claim that using a VPN "can be construed as circumvention" which is a different claim, and they also say that circumvention is in violation of their terms of service.
The FAQ seems to imply that circumvention is a big problem because it allows people to get around copyright laws. I'm not sure how that works though since it's not like you need to circumvent anything. You just need to connect to Netflix through a VPN that allows you to connect to servers in the US.
