So I've been researching and I'm trying to understand some of the things like are there any fees or are they just straight up 100% free?

From Googling I know that its completely free to use in a business application with the following restrictions: You must be the developer of the software using the Google Search Appliance. Your software is "commercial" software, ie you make money by selling it. But it would best to find out directly from Google as it could be different.

How do I scrape SERP data?

The answer is simple, you can't really scrape it. Google always changes how they display search results. There are some services that scrape the SERP data from different search engines. For example, the search results for my query on Google Trends look like this:
If you want to see how SERP looks like on a different search engine, you have to use a service that scrapes SERP data for a certain search query. I have used this service to gather information about the top-10 positions on the first page of Google SERP for a keyword that I was interested in. If you want to get the same information for another keyword, you have to use another service.
If you are not interested in the data that is scraped, you can go to Google Trends and enter a keyword. For example, enter the keyword "scrape" in the search box. Then click on "Data" and select "Search Trends". The resulting graph looks like this:
The top-10 positions are highlighted in green. In this case, I am interested in the top-3 positions. You can select one of the three data points to see the corresponding SERP data. If I hover my mouse over the data point, I will see more details. Here is the SERP data for the top-3 position for the keyword "scrape":
If I want to see the SERP data for a keyword on another search engine, I have to go to the website of that search engine. I searched Google Trends for the keyword "scrape" and selected the first SERP data point from the graph above. Then I selected "Select Data" and entered the search engine name of the search engine. I selected "Google Trends" and the keyword that I wanted to scrape. Then I selected "Export Data". The resulting graph looks like this:
Here, I am only interested in the SERP data for Bing. I have scraped data for other search engines by using a different website. You can see how scraping works. If you want to scrape data for more keywords, you have to use different websites.
