The question is, what if the number is blocked in a certain location and then after several hours we receive a phone call from the user who tried to unblock the number? How do we handle it? The problem is now solved. I finally found the AT&T page where you can turn off blocked numbers.

At this AT&T page, they tell you to type in the number from the text you're trying to send and press "send". It worked! So, I'm able to make and receive calls again. Now, if I have my iPhone at home and my laptop at work, I can be sure that my parents won't call me while I'm at work and vice versa.

I really like that the old website was very unhelpful. I guess the new website does a much better job at it.
