I'm trying to test out proxies with python, and I've copied some DNS names from google's "what's my ip" to some local servers. There's a range of addresses, but I was wondering what the location is of the ones that show on average in the 90th percentile (for me, usually 1). Is it somewhere on the host machine (eg. In /etc/hosts)? Is it somewhere on the local network where my router is? How can I force an ip that isn't on my home network to point to my local network so the bot can tell me what my IP would be?

That's very hard to do correctly. You need to get your own IP, then get another IP from a different provider like 1and1 etc, then get this IP address as a proxy in ICMP (or UDP if you want), then when someone sends ICMP requests to the proxy IP address, check if that remote IP is legitimate or not. The problem being that there are programs that do this already. Without your own IP address, these programs will log your home IP address as that of whois. Of course, as already mentioned in the comment, there are ways to mask your home network IP from the outside, but you can't get rid of the probelm of your program being used to determine your home IP.
