Why is my iPhone trying to connect to VPN?

The VPN connection is usually made after the phone is awake.

For example, on my 5C I connect to the same wifi network that my laptop connects to and it will attempt to connect to the VPN every time I wake it up. Other phones that support Android do this as well.

I am aware of how to disable it, but the solution for iOS is not obvious. I found it was a lot quicker to disable Connect to Hotspot, so the best approach seems to be to simply disconnect the phone from known hotspots - but do this only if they're safe to use.
