You can use IPsec or L2TP over UDP. The VPN will work only in Turkey with pyroute.io since you are using a local user on your VPN server.net):

ipsec-up IPSec-Tunnel mode=tunnel. to usa.example com:443 peer 0.0:22222
The peer option 0.0 opens up the tunnel to the internet where you can use other services than pyroute.

You can also use openvpn with iptables if you prefer to use a software client instead of pyroute.

Why is my ExpressVPN location not working?

I have tried numerous times to download a VPN but I keep having the same issue.

When I do I get an error message that says there is something wrong with my internet connection and I have tried multiple internet connections (both 3G and Wi-Fi) and I am still receiving the same message.

You have tried multiple internet connections, but not at the same time (duh). And when you get that message it's probably because you haven't tried any internet connections at all. That's what happens when I don't have a server in the locations I want.

For a real world example, if I don't have a server available for Australia/New Zealand then I will have a hard time connecting to that server from anywhere outside of that region. The error message tells me that my connection is not reliable. That's why I get it.

If you have a reliable connection you should not get this error. It's a bit misleading to say it's not working when you've already tried everything. This error message also happens on the US server, so it's not specific to a particular server. You need a server where you can actually connect to your internet connection.

There are many valid reasons you could be getting this message. If you are behind a proxy you would get this error message if you try and use any of the servers outside your country. If you are using a mobile network you may be unable to connect. Sometimes these things can be difficult to pin down so there is no way to 100% solve it. What you are doing with your internet connection matters a lot as well. Maybe you're on a good connection but you are also streaming a lot of stuff, which would also interfere with your internet connection.

If it were me, I'd test everything again on a different device. If you haven't tried yet, try a different device to see if you still get the error. The error message is quite confusing.

I'm always behind a proxy on work and don't get the "connection not available" error, but I'm able to use the servers just fine. It's quite annoying to get a VPN error during such a short period of time, but it's really no big deal. For me it just means I can't connect for a few hours at most (until the next server has been enabled), so I just have to wait it out.
