How do I download OpenVPN configuration file?

I am trying to configure OpenVPN on my raspberry pi (which has been working fine, but I decided to configure again) and I am running into an error. The config file is located at /etc/openvpn/vpn-1. I have tried the download and import using WinSCP (on windows 10), but the file gets corrupt after downloading. So far, I have only tried copying the config file to my SD card with a windows version of Raspbian.

Could someone direct me on where to save this file or how to do it properly so I can use it? UPDATE: I have tried downloading directly to the pi without copying to a sd card. This is the error that I get: raspi-config > 1.7.0 > Starting OpenWrt.
