Share your VPN connection on a desktop. When you see "Shared Data", that's NOT the data shared, but in essence, it's the carrier's way to tell you (by charging you) that you're actually using THEIR data for this shared service. A shared data service isn't limited to one device. Instead, all devices on the same plan as the device "sharing" the service connect to this same data connection through the hotspot on the device sharing the service and as long as each of those devices are allowed to do so, then they don't over-use their data plan.

I assume, when you say "Android Hotspot" you're referring to something from a wireless operator - such as the "Tethering and Portable hotspot" options in Windows 8, since most wireless operators have some version of the "Hotspot" functionality that they've provided, which is basically just a tethering function. That's pretty easy to set up for the Windows user, since a "normal" PC connects to Wi-Fi via the same type of adapter used by the mobile device using the hotspot function; therefore if the wireless hotspot is set-up to allow multiple devices to connect to a common data connection on the wireless hotspot, it'll work just fine. A smartphone or tablet using either a USB or Bluetooth wireless modem can work with the same thing.
