I just bought a new copy of Windows 7.

I downloaded IE9 and was trying it out when IE wouldn't connect to the internet even though I could browse the web in other browsers on this computer. The IE9 icon is flashing in the taskbar and says: "The proxy server has refused your connection. " In "Tools, Internet Options, Connections, LAN Settings, LAN Client Proxy Settings". It's set to: Local and Automatically Configure Proxy settings for this connection. (Yes/No) Yes. No problems accessing internet sites such as Google and Bing. Is there any way to tell IE to stop being a little baby, turn off the proxy servers and let me access the internet again?

In Windows 7 go to Start>All Programs > Accessories > Command Prompt. Type: net user /add username /active:no and press enter to add the user. You can add as many users you want. After that type net user /delete username. If you are the administrator delete the users by typing the command net user /del administrator. You will be prompted for confirmation by a security warning. Type Yes and press enter to delete the user. If you accidentally delete someone's account, use the net user command again to add the user or the net help command to add a new account.

I had them set and it seemed that it did get past the blocking but for some reason the proxy setting didn't stick. I tried deleting the proxy setting which then prompted me to use "manage networks" (or similar in english) for configuring the proxy settings to save all your browsing data in the default, so I did that, and it seemed to get me on the correct server. It would only ask for proxy settings if I started the browser but couldn't get on the wifi network so I disabled the wifi and started up again and I had to manually configure the proxy settings again, but I don't want to need to do that every time. I found my wifi settings on my phone and tried clicking on "proxy settings" thinking this might remove the proxy settings from my phone and then it just said "not supported" in english so I am unsure what to try next. I just want my internet to get onto the server without having to go through this.

Here's my wifi.e. Android Wifi Settings. Please excuse my bad editing skills, I'm a noob! How did you go about getting on to a WiFi network with Proxy Settings? What did you do after you got the phone on to the WiFi? Is this all on Android Q? It would have been much easier to do this on an earlier release of Android. Also, you could have done a factory reset to reset everything and go back to square 1. But doing so will format your phone and you would loose all of your apps, which are stored internal storage or sdcard.

As of your screenshot, your device is Android 9 (Pie). There is no clear way to get proxy settings in Android 9. As per my previous knowledge, Android 8 and earlier required user to have root access to be able to edit Network Configuration. Now, this may be changed depending on what you are using.
