How come SafeSearch won't turn off?

SafeSearch is just that - it won't turn off automatically.

To turn it off, go to Settings - Devices - > Google > Apps > YouTube and find SafeSearch and turn it off.

I'd like to turn on "safe search" (just as I do for my own videos) because I am on a public wifi-hotspot and I often get videos which use profanity. Unfortunately I often get messages like this: The message will get sent out if you use any of the search terms below. For example, searching for a specific word like "cunt" will cause all future searches in youtube with that word in the search term to be blocked until you manually activate safe search. I really don't mind having to enable safe search when my friends are around and at work (whereby they would probably prefer that I didn't look for profanity), but when at home with my family there's no reason for it and the consequences I describe above don't apply. What should I do? What should I not do? What are my options? I understand that for a site such as youtube's it may be necessary to enforce their policies by turning off user's ability to control what videos they are allowed to watch, but I'm surprised it would be possible to make such a system opt-in rather than opt-out, and I wonder what their justification for making it opt-out is. I want my kids to watch as much youtube as they want and they're too young to know or care what they're watching, but it sounds bad for them to be able to use the internet with no form of protection.
