What is the alternative to UNOGs?
What should they be used for?
The UN's purpose is to maintain peace and security in the world. That goal can be achieved only with its active enforcement. But enforcement actions are costly. The alternative, which is the way the UN typically carries out its mission, is one of the reasons the UN does not work for peace or security in the world. This article argues that the UNOG method is the root cause of the UN's inability to bring peace and security.
This article seeks to challenge the common understanding about UN activities. First it argues that the use of UNOGs is an ineffective policy-making procedure. Then it shows that the UNOG policy-making process makes it impossible for the UN to implement measures and achieve peace and security on the ground. As a result, the lack of enforcement capacity and the weak law-enforcement capacity reduce the efficacy of peace-keeping operations. In short, an overly lenient policy-making process will reduce the effectiveness of the UN's activities and efforts in the world.
What is a UNOG Policy? UNOG policies have been repeatedly issued during the UN's first half-century history (the years 1949-2009). In those 45 years of existence, there were several kinds of UNOG policies based on the issues and tasks of the UN's work as the world's largest organization. The most comprehensive ones focused on international peace and security, such as the ceasefire regime during the Cold War (1949-1989), the prohibition of apartheid (1976-1994), the prohibition of violence (1983-2004), and the fight against terrorism (2001-2018). However, all these UNOG policies followed the same basic pattern, which focused on peacekeeping to implement the purposes of the UN and its Charter.
This model became so ingrained into the UNOG policies and the UN's traditional understanding of its function and responsibilities that it has never been questioned for decades until recently. It is easy to make sense of what has always been done by just repeating it without thinking critically. But doing that ignores many challenges that have arisen in the course of UN developments and actions. These arguments have undermined the legitimacy and effectiveness of such policies. The following analysis focuses on the concept of UNOG policy in action.
UNOG enforcement activities rely on the approval of resolutions, which allow their implementation.
