How do I turn off VPN or proxy on my Iphone?

I was running the VPN app on my iphone on my laptop and I turned it off. I then went to my iphone and the VPN connection was still there and I couldn't turn it off. I deleted the app and rebooted the phone. The VPN connection was still there. I deleted the app again and restarted the phone and the VPN connection was still there.

I cannot turn off the VPN connection. What do I do? I have no clue why this is happening. I've been trying to figure it out for hours.
