I had the same issue. I'm using a Mac and the hotspot was using the same 3G network as the wifi.e. The hotspot is only for streaming video, it has no internet access at all. I was able to get it working by using the Netflix app on my iPad. I'm guessing the Netflix app is somehow having priority over the hotspot.
