How to get VPN for South Korea?

Hello, I'm a newbie and I have a problem with my VPN service provider. I'm trying to find a provider that works in South Korea. I've tried the following:I can't use a .onion site because I don't know how to install TOR. I've tried the instructions on the How to set up anonymous web proxy server with Tor browser on Windows 7 guide. I've also tried using a .onion address but it never connects. My Internet Service provider is SK Broadband. I'm not sure if they provide VPN services.

I have been reading through the forum for a few days now and I'm still no closer to finding a solution. My ISP's service is very slow and I was wondering if there was any way to get a VPN service for my PC in South Korea.
