Is Surfshark better than IPVanish?
In contrast, IPVanish are happy for people to pay in yearly blocks as long as the money is spread across the year. However, this means that if you sign up now for three months, and cancel your service the next day, the full three months will then be on your account for the next twelve months.
If, on the other hand, you sign up for 12 months now, and use it for just three months (which doesn't seem very realistic), you'll only be billed for three months after it's cancelled. IPVanish and Surfshark have some very different philosophies about the sort of customer they want to attract, and they've both got quite a few different users. Surfshark is clearly the most popular choice these days, and with the move to per month pricing it's still very cheap in comparison to the alternatives.
You also get all the benefits of per month pricing, which include the following: 24/7 live chat. Access to their apps and forum from anywhere in the world. All the usual streaming protocols: HLS, HTTP Live Streaming, RTMP, RTSP, etc. A massive range of TV and movie channels to choose from in the US and UK. However, if you're not familiar with IPVanish or how their service works, what would you think if I told you that you were billed every single month for twelve months after you cancel, and if you do have to cancel, you will lose 5 off your last bill as your money will be refunded? I'm not sure if you've noticed, but in the case of Surfshark you simply cancel the service and you're already using it, you don't have to pay anything extra in terms of cancelling. You'll even get a refund for the difference in monthly prices between the two services.

A virtual private network (VPN) is a secure tunnel that connects your computer or mobile phone to a remote network, thus giving you access to a public network through your home or office connection. If you surf the internet at work, you can use the data connection provided by your workplace to surf the internet privately. Or if your friend wants to download a torrent but he is too lazy to download it on his computer, he can ask you to help him do it from his computer.
How to choose a VPN? Sufshark is the most famous and probably the best reviewed VPN for Android. I am not familiar with IPVanish but from their website, it seems that they offer similar features. In fact, there are always two sides to every story. It is up to you to find the side that is most suitable for you. Do not look at a VPN ranking and take it as gospel truth.

Is IPVanish or Surfshark better?
I have always used the IPVanish service and always had good experience but I just changed over to Surfshark because of price drops.95 monthly rate for the first year that was so easy to cancel.
My question is how do they do their DNS/DHCP? Do they do their own DNS server or use public DNS? Because I've always seen problems in DNS resolving when you go from one ISP to another. You don't have to have a VPN plan when using VPN tunnel on public Wi-Fi points. You can even connect to Internet while staying connected. In this way, you can get around restrictions imposed by some countries. However, it is not wise to keep using tunnel all the time because it may also reduce the performance.
You can't control your DNS servers from IPVanish. For example, I use OpenDNS, and if I connect to a wifi, there are issues with connecting because it resolves DNS servers without being told what to use (this goes with all providers). This is also the main reason people use OpenDNS and Google DNS.
In general, they're not as good. They claim to be fast but I'm getting a different result from speedtest.net when they are active. I'm on Android 6 and this is in comparison to their competitor, Surfshark that is on the same device. With them off the results are a lot worse.
SurfShark offers more flexibility for its apps with a free VPN and premium VPN. The free VPN allows you to change your security protocol with in minutes by connecting to their app with a few taps and you're done. With the premium VPN, you also get an app for desktop and Mac and support at their website. They also have different plans to accommodate those who are paying for only certain features.
IPvanish is a VPN provider, while SurfShark is a D-VPN provider and a proxy. It sounds like you want a D-VPN provider and a DNS provider.
