If you have a firewall on your local computer, then this firewall will also need to be configured to allow incoming TCP port 80 and 443 connections. Otherwise, your packets will be blocked before they ever get to the proxy server.

You can also use the web proxy service to provide an extra layer of security. A basic proxy will not enforce any SSL requirements.
