Is it possible to VPN a hotspot?

When doing a spot VPN connection, is it possible to connect the hotspot device, then VPN out of that to the internet?

From my understanding the hotspot will act as an access point with an IP address. If I do this with two hotspots then I think only one will be capable of acting as a default gateway/hotspot? Would this allow for the second hotspot to use the default gateway and connect to the internet, and for that to do a VPN (if the hotspot is configured to have that option) to another location? No. A "hotspot" is just another access point. It cannot connect any other device or network to the Internet. This doesn't matter for your question, but for completeness, you can also have both hotspots in a single WLAN.

The IP's for various VPS servers should be public, and there are many free or cheap ways to get one of them. However, a lot of the time we're looking at using multiple IP's and not just one, so you need more than just the IP address to connect. If you have the "port forwarding" option on, then if the IP address is correct, you might connect to it and see the VPN, but the VPN server may never know you connected. Port forwarding works on some ISPs, but I have no idea how well it works for other providers.

If your VPN service has a list of IP addresses to connect to, that's how they determine which IP addresses to give you. It could just be a list of the IP addresses, not really sure how it's presented, but I'm assuming it's some sort of "IP range" that you need to connect to. If you can connect to a public IP address then there shouldn't be a problem connecting to the VPN server, since you have a gateway for the internet. If you are getting a public IP address that belongs to someone else, then I would say you need to find a way to talk to the ISP and get a private IP address assigned to you.
