Is outline VPN safe?

I was recently watching a video on Youtube and in the beginning they had a clip of someone who had been through a security company's training courses and in the video she made a statement about how she would never use an IP address for a VPN (virtual private network) since the IP address is owned by your ISP. Her logic was that since your ISP can see what you are doing online and track your activity then using an IP address to connect to the internet would make it obvious that you were using a VPN. She said it was better to use an OpenVPN tunnel with a dedicated IP address for your connection since that way you didn't reveal your identity to your ISP.

I have a few questions about this: What does it mean to reveal your identity to your ISP? Are there any good reasons to use a VPN and not just use the OpenVPN tunnel with a dedicated IP address? Do you think it is safer to use an OpenVPN tunnel or is it safer to use a IP address to connect to the internet? 2 Answers.
If the ISP logs the IP address, then yes, it is pretty much safe to say they can identify you. And if your ISP has the logs, and they are publicly available, it's possible to find out who the person is at least partially based on the IP. However, you could say the same about any site that you visit, whether or not you're logged into an account. So how safe is it to log in? It's quite safe, but there's still no guarantee you're not being recorded. If you're careful to only visit a certain websites, I'd say it's quite safe, since the vast majority of sites don't collect information. And if you're concerned about the tracking, use something like Tor (not a VPN) instead. Tor is pretty safe, too, but the whole point is to mask your IP address. There are plenty of apps that will do this for you.

I'm not sure if OpenVPN has built-in support for this, but what I would suggest doing is logging into the VPN, connecting, and then immediately logging out of the VPN. If it's safe to use an IP address, it's safe to use one for logging in.

You'll want to make sure that whatever it is you write, you're doing it correctly. I'll go through more detail about what you should and shouldn't put on an outline in the next section.

At this point, you should put in a bunch of ideas on your outline. This is where you'll do a lot of brainstorming.

When you're brainstorming ideas for your outline, you want to think about what you already know about your topic. As I said earlier, you want to think about what you already know, because that will help you figure out what you want to write about.

When you're brainstorming, try to think about: The problem. What you know. The solution to your problem. What you want to write about. The outline you'll make. How you'll use it. How you'll format it. Your thesis statement. You can put as many ideas on your outline as you want, and you can put them in any order you want.
