There are certainly lots of ways to make money web scraping, and there's a great chance you'll stumble upon them. But in many cases the only path is a path to learning. And it's often in our nature to skip that path in favor of an easier one.
I think you can start getting away from this thinking by answering these questions: What is the smallest unit of action for this program? What will make the most sense for end users of this tool? What could increase the learning experience for potential users? This tool solves a real problem that a few people have run into over and over. That's enough to stand out. That has me interested. But I want it to grow from there.
Let's assume you already know of all of the tools you can build your tool with, but you're still in learning mode. So here are my suggestions.
Make the minimum viable tool. You have two options when you're in the first stage of writing a tool: you can either just code up something minimal and then gradually expand from there. Or you can take a small step with the goal of getting something out there. There's no right answer, but you shouldn't start by writing too much code until you have a product that shows that it can be useful.
One benefit of being the first to try to create a tool is you have something to build on top of. You can build the first draft in a programming language you're already familiar with, and then start iterating. Just remember that you'll probably break it in the beginning so don't get discouraged. And if you find that the user experience of the final draft was better than what you'd originally planned, don't feel bad about removing features. Instead, use that to inform new and better features to add.
Or, you can just build the tool from the start, using a programming language you're unfamiliar with.
