Why is my school Wi-Fi not letting me use VPN?
Your school network uses Network Access Control, which means you cannot connect to the network without logging in and being on the proper network.
So the Wi-Fi that your friend is connected to is not the same as the Wi-Fi at your school. If your friend wants to be on the same Wi-Fi, they would have to log into their account to be able to use it. If they don't want to do that, they would need to connect to a different Wi-Fi that is accessible to them.

Does school Wi-Fi block VPN?
I recently installed a VPN service (OpenVPN) on my home Wi-Fi connection. My home router has always been my gateway for all of my personal computing devices. I have three computers, a laptop, an Android phone and an iPhone, which all connect to the router for Internet access. I connect to the router to establish a secure tunnel, however all of my devices are limited to 3G or even 4G for some apps, but not for Netflix or Facebook. I was shocked by this because my other friends (with normal Wi-Fi routers) and I are able to use VPN in both apps to get the 4G speeds. I never use the router to access Internet from my devices, so why is this the case?
In a typical home Wi-Fi configuration there is a single access point that has DHCP running on it. In such a case, one would typically assume that when a device goes through the Access Point the device's configured IP address is statically assigned to it. When you set up a VPN that makes the Internet accessible to your devices, it means that these devices are no longer connected to a static IP address. Hence, they must rely on dynamic IP assignment and any restrictions on dynamic IP assignment (eg some ISPs) prevent them from reaching the Internet through that access point.
