What are the requirements to be a substitute teacher in Florida?

It is really that it is not clear. Here in Florida, you need a teaching certificate in your subject (and English.) The "exam" doesn't need to be for the teacher exam which has the teaching certificate requirements, and the education program itself has the requirement that there's some field work. The actual degree requirements are not known since they change every year as I understand it.
To be a licensed teacher you have to fulfill requirements, a teaching license, a state testing program (at least), and an education program (if you want one). You must do this when you file for a permit in your subject (usually). A substitute must have a current substitute license, and a teaching certificate. The requirements are not listed on the Florida Dept of Education website, which appears to be somewhat nonfunctional.

After that you don't need further credentials. But most of the information online is not updated. It sounds like what you've stated should be enough. Does your district have any additional documents you need to file (if so what does your cert say?)

In order to begin your application for an OCISD school, you will first have to file a new job application with the District Office. You may begin this process online at www.ocalpisd.com or you may print the job application and drop it in the District office.
A new job application is free and may be created by either submitting the OCISD Substitute Teacher Application below, or by using the form which is on the back of the job description. The form must be filled out completely and submitted electronically through this website in order for your substitute certification application to be considered.
We recommend applying at least one month prior to your last scheduled day of work. Any changes to your scheduled hours, days, etc will nullify your application. It is the substitute's responsibility to follow his or her assigned schedule carefully.
What should I include with my substitute teacher application? The answer to this question may vary depending upon the district that the substitute wishes to work in, so we recommend talking directly with the supervisor of the school in which you would like to teach for more information. We recommend creating a template that includes some of the following in order to give you all the requirements that the district specifies. Your substitute teacher contract: Please complete this section of the application. Be sure to fill in your name and contact information, as well as where and how you were taught.
