What is the best tool to remove peeling paint?
I found the best way to remove peeling paint is to use a paint scraper.
I got a 6" 1/2 X 24" foam roller. You can get them at most hardware stores and Home Depot. I also used a razor blade and paper towels to remove the peeling paint. You could also use a scraper.
This is what it looks like once you use the paint scraper. If you have a lot of work to do, the best tool is the angle grinder. If you don't have one, then a regular saw will probably do. I would also recommend that you use steel wool or a brush to clean up the area.

I know that some of the paints used today for wood, vinyl, and plastic look like metal paints once they're painted. Do they strip away the coatings from the metal hardware without getting into the paint underneath? I'm also wondering what works well to scrape or sand off the old coatings on metal. There's nothing like a good power sander to clean up and smooth things out.
There are several ways to do this that come with caveats. The first is the most thorough way - stripping off the surface completely, sanding or scraping, and then repainting/re-coating over it. This gives the best, smoothest, paint finish, and can save you a lot of hassle. For this method, you'd need something that's designed for steel/stainless steel. Here's a couple of options.
TSP Stippler (Amazon). Scraping pad. The second is to take away just the surface coat(s), then sand it off to its base metal.

I don't know if you could do it on the fly but I could look up how a power saw works and write something similar in text that shows the cutting action of the saw blade and how that acts on the metal and paint (the metal is cut into small peices with the blade and the paint is forced to the side). How does the drill machine work? Do you just run a wire from the motor, through the wall of the drill motor and into the metal with a power cord running out of it? Or are they actually different mechanisms inside it? I can write a basic text about how the drill works, just not the saw. How do you remove paint off concrete walls? Does anyone know an easy way? The answers were the same - yes you could write text for those but it would never be approved so I had to get it out of here. I'd be willing to bet that the average worker would be happy with the answer if you explained how a power tool works in simple terms (and I'm sure there are people who would be happy if you wrote a manual to explain how a power tool works) but that might have been pushing the limits of what they could get approved. If they let me in on your secret of using their tools properly I could make it for free.
If you are looking for people that might be receptive to this, you have to write it in a way that doesn't assume knowledge of a power tool. It's not a manual to a circular saw and it isn't a manual to a nail gun. If it is a manual, it must explain how the power tools work. They can read instructions anywhere. It's not like they have to get a copy of a book to learn how a nail gun works. The best way to get someone to open a topic is to start by saying "I've never seen this before, you'll love it!"
