How do I change the proxy settings on my Chrome mobile phone?

I am running Chrome browser in mobile and I need to change the proxy settings.

I want to use my wifi network as proxy, but it seems like it's not working, even when I am connected to wifi.e. It says "This site can't be reached".

Any idea how to solve this issue?
