Is Cloudflare WARP free on PC?
The answer is yes.
WARP works on the LAN as well as the WAN as a result of the use of both tunnels and WAN links. In a LAN, WARP is free (and even better because it is completely free in many countries). On the WAN, however, there are some limitations: you need at least 128 Mbit/s (1 Gbit/s if you can afford it) and a free quota of 5 GB of data per month. In order to have a greater capacity (I think 8 GB), you need to buy a Pro plan.
In my case, since I don't use much bandwidth, I have just one of these plans available. In other words, it is totally free on the WAN! As I said above, on the LAN it does not matter because the bandwidth available is enough for any type of application (websites, streaming media, ). But what about on the WAN? Is it OK? You may wonder why I would use this service on the WAN if I don't use much data. Is it a waste of money? No. It is absolutely necessary for my daily work as a web developer.
As I said, I work a lot on the WAN using a VPN server with a high connection capacity so that I can do fast work. However, I also use Cloudflare WARP because it works perfectly on the WAN. For example, you can start and stop your VPN server when you are working in another country without missing any traffic.
Cloudflare WARP is also very useful for when you use a WAN link with a low bandwidth connection. If you use a lower bandwidth on the WAN, it can increase significantly the speed of your transfer thanks to the tunnel.
So, this service is absolutely free and is one of the best things that Cloudflare has done to improve the service of its users. Even if you only use cloud services a little, it is good to know that they are completely free on the WAN. You can use them as they are supposed to be used.

Where can I download Cloudflare?
Cloudflare is a CDN (content delivery network) and SSL VPN which lets you use Cloudflare's IP address to access sensitive websites like Facebook, Github, and Google without worrying about whether or not your DNS records are correct. Where can I get Cloudflare? You don't need a Cloudflare account to get a free IP from Cloudflare (or anyone else for that matter). If you're already familiar with using a domain name registrar to get an IP from a different registrar, it's the same process. Here's how to do it:
Register your domain name (this must be the same domain name you want to use Cloudflare for). Go to your registrar's website and click "My Domain" - if you don't have one, use Namecheap here (you'll find some referral code below). Then click "Change Registrant Information". Then click "Edit" in the grey top left (it will look similar to this: Edit Your Domain Info).
At the bottom of the window, there should be an orange "Advanced Options" box on the right. You want to type your Cloudflare API key into the text box there - but you can change the key to anything you like.
How do I install Cloudflare?
The setup process is pretty straightforward.
I will walk through each section as it appears in the install process.
Once this is complete, there may be other areas of Cloudflare that you want to configure to manage your site's security and access, including: Cloudflare Pro: Access our paid plans by visiting Account -> Manage. Additional features: Access our free or free Lite features by clicking Settings -> Add-ons. Security: You can manage your DNS options here, disable certain services (like DDOS) and enable custom features. Account: From this area you can adjust your billing information, log-in to view your plan, and access the documentation. Getting started with Cloudflare. You'll notice the Cloudflare domain name on every page of this guide, and while that does make it a little easy to remember, if you end up doing business with this service you'll need an active account. Signing up for a Cloudflare account is fast and easy - though you'll need a credit card number to get going. The Cloudflare Install now page gives you an option to sign up for a free plan. You can also choose to do a trial offer of one month or five (you don't need to do the full five as the trial only covers a 30-day period).
In the installation process, you're prompted for a location from where to download the software. You'll also have the opportunity to add a subdomain (ie. Example.com) to a site from where you already control your own domain (ie.com)
Alternatively, you can create your own email address for your custom domain by selecting the subdomain, then adding an @ symbol. This will replace the subdomain which currently has that email address.
If you don't mind waiting a day for your account to be created, feel free to hit the Install Now button without creating an account. It's completely safe for that purpose.
You might also choose to start your Cloudflare account with an offer that gives you free credits during the install period. A trial plan gives you an indication of what the actual price will be once you are billed.
