I bought a 2nd hand HP Pro Book 4510. The pen works as well as the HP drawing device, the pen feels more comfortable in my hands, it has a rubber pad on the back for your feet and the keys work really well. It only had one problem, and that was the keys got stuck after a while. To remedy this I just bought an extra keyboard, just in case. It seems to work perfectly.
The 2nd hand tablet I got from my brother in law for the same price as new. The same thing, same feeling, same keys, etc, It's in perfect condition. I would recommend it if you are planning to be a bit more artistic.
For a smaller and cheaper option, the Microsoft Surface with Windows RT is a good choice. For this device, if you want to use Photoshop and illustrator, you would need to add the cost of additional licenses. However, it does have a larger screen size, so if that is what you're after, then it's definitely a good option.
The Microsoft Surface pro is a really nice tablet for illustration purposes, especially Photoshop. It has a great keyboard attachment that is very light and portable, plus all the software and hardware are Windows based so you can install any compatible software on it and there will be no need to dual boot or partition. It has a 10.6 inch display, 1.9ghz i5 processor, 4gb memory and 128gb SSD drive. The screen is nice and bright so you won't have any issues viewing your illustrations on it. It also comes with a nice pen attachment and the pen is not only pressure sensitive, but also has tilt functionality, so you can sketch as you move. The software is very easy to use and is packed with tools you may not find on any other tablet or laptop. The only drawback is the lack of support for multitouch, but you can use a Wacom tablet with it. You can get them from the Microsoft website.

Can a drawing tablet be used with a PC?

The one I have doesn't seem to be working with my Dell laptop. In fact, I don't know how to use it at all. It's like I have to "activate" it. When I go to the settings, it says "Wacom Intuos Pro" but I don't know where to go from there.
Do you need to do anything special to get it to work? I tried it on my Dell laptop with my previous tablet and it seemed to work just fine. The only issue I had was when I would try to use a program that was using the tablet as a mouse. I would click once, but it would move the program around to the left. But I found that I could just click it back and it would be fine. I haven't used the tablet since then.
The tablet needs to be configured for the computer you are using. The tablet is not really designed for touch control.

Whether you use a stylus or a drawing pad, or a pen and paper, at the end of the day, its what you enjoy doing that decides which tools will best compliment you, and what you're comfortable with. However, with the advent of multi-touch and smart phones, most people have the capability and flexibility to access most drawing program via mobile methods, with a stylus being the only real requirement (and even then, you can use a tablet with a pressure sensitivity).
