Apple does not provide access to parental settings in an "intelligent" way and for very good reasons. While it would be nice, it also would place a lot of responsibility and trust on the parents. The only thing Apple could do would be that when she has reached a certain age, Apple decides that is the time that the password is turned on or something to that effect. When this happens you are simply giving the child permission to use the technology, as such I personally would wait until your child is an adult before doing anything at all. Once she is old enough you may have to just trust she knows what to do. Even if her privacy and safety is being monitored through technology at home, if she were to walk into a friend's house and access it, she would not have anyone watching her. Again that is why it is so important that we teach and train our children about responsibility and trust. You know your child, in most cases, better than anyone. If you think she is not ready to handle any technology, the answer might be no. For example if she was born after 1985 and still in diapers, she might not be considered developmentally ready to own, use, or be around any technology like a smartphone. However, if she is two, three, or four years old and has mastered potty training, she should be able to manage. She needs a device, but you have control over what she has and how it works so keep an eye on it.
It is never too early or too late to learn the important values of responsibility, honesty, and safety. By age five, kids can be using computers and accessing the Internet for educational purposes. But it's never too early or late to reinforce the fundamentals for their lifetime.

If you're going to jailbreak it, then you can do whatever you please with the new operating system (iOS9) that jailbreakers are using on their phones and I will list my 5 favorite ways to control your kids' device on an iOS9 phone through using the parental-control app. Let's say you have two iPhones in one house, your kid's and your own. Do this, and it should work just fine. Now, make sure you don't let these apps connect to iCloud, otherwise you'll end up with tons of spammy notifications about your child being at the mall, doing their homework, asking you for help with everything etc.
