So, my question is, what do I do when I only have one domain name that is the same for the entire world, and there is no dynamic IP to put it in? Can I set it up to get an email for my domain from GMail or some other service? I am thinking this would be a good way to tell when my server is online at the moment.
If you are concerned about people trying to get your email, make sure you have something else on there (eg. Facebook, Twitter, maybe a phone number). It's not hard to set up to get an email for your domain. You can use Google Apps or whatever to do it.

You can set it up to send your email to the new IP, and set up your website so when it changes you can redirect to the old IP. That is what we do at work. We have a static IP, and a static web server that can be accessed by an old and a new URL. It's really easy to do and the user experience isn't as bad as you might think. The only downside to this is if you don't have a lot of bandwidth. But we have never had a problem with it.

I'm not sure if you've thought of this before, but there's nothing wrong with setting up a mailbox to go to the new IP. A few companies run out of their own IP and don't care - but then again, it's a lot more effort for very little benefit.
A free email service like Gmail will work just fine. The benefit of having your own email server is that you can configure exactly how you want it to work, with access controls and all that stuff.
This really has more to do with your server setup rather than anything to do with email. The idea is to have a virtual machine set up which your website points to. The virtual machine will have your server software on it, and it will be pointed to your dynamic IP.
