My first thought was how it's possible for me to be looking at websites when my internet connection is in a bad shape and also how my mobile device can work, when Windows on my laptop can't. Windows 10 doesn't have a standard Proxy Server. What you see is the Wi-Fi feature, which can act as a Proxy Server, but doesn't offer much beyond basic proxy.

What you are looking at is the Wi-Fi service, also known as Wi-Fi Direct. Wi-Fi Direct allows devices (laptops, smartphones.) to communicate between each other directly, without an Access Point or Proxy. It is a peer to peer communication feature, so it can be used with a very limited number of endpoints. Your laptops Wi-Fi might appear with their name in red (or another color in your Windows theme) but that's just because Wi-Fi Direct isn't the default option, as the Wi-Fi AP will serve as the hotspot for the devices that want to communicate with each other, but not for what you were asking.

For me, the answer is that you don't. I am used to web servers using modrewrite to route everything through them and so on so when you install squid I don't think that it comes with an embedded web server. It is probably possible to do but it sounds like a big job to do.

So, is there a way to have the server itself work as a proxy server? If you enable IPv4, then it will add your internal network adapter as the primary proxy (which should do everything else you are asking for). If you disable IPv4, the next easiest thing would be to go into internet options and change it there. Go to proxy settings and hit the box next to Auto detect. Choose "Direct" and that should be it.
