I've been working on a new feature for my android app, which is a location sharing app that is targeted towards parents/caregivers and it has some features to make the sharing of a map/location more secure.

You've got Parental Controls enabled, but haven't configured anything in regards to blocking. In that case, it may be worth checking to make sure that your Android device has parental controls enabled.

Com on my Chrome extension, however I am unsure of how to go about doing this. The only way I know of doing this is with a browser policy and whitelisting the "download" tab, but I'm not sure if that's possible with extensions or not. Also how can I do this for websites other than the download tab (for example blocking "save as" on google docs, etc.)

I think you can use the browser.newTab API to insert content from another website. Have you tried playing with that?
