I don't know how your ISP operates, but I assume there are multiple routers connected together on your local area network. There may be something called a DHCP server, which assigns addresses to devices on the LAN. If your router assigns an IP address to your computer on the LAN, the request will eventually get sent out from the router to the ISP's router. At that point, it is out of your control (unless your ISP allows requests from behind its router to get out from behind its router). So, in your case, to solve the problem, you might need to set up your router to pass the request on to the ISP.
A note on security: All connections on your LAN are subject to the same security risks as all connections on the public Internet. Unless you are very paranoid about security, you should accept this fact and allow external traffic to get on your LAN. Your ISP should not allow outside connections by default, but they are not going to ask you to turn them off unless you pay for the service.
