Can you write documents on a Chromebook without internet?
No, you can not write documents without having internet.
But what you can do is: Save your notes to Google Drive by the use of another app or service which allows offline data storage. (I will cover this in my article Can I write offline?) If that does not meet your needs you should not buy a Chromebook but instead buy a notebook that allows an optional docking station or a dockable display or maybe even a tablet like the iPad. They are designed for those things and nothing else.
But all of these options aren't bad. You can find some apps for each type of device with very good reviews.
Is it possible to take notes at a meeting with a tablet or similar devices and bring them to a conference presentation and do some editing as needed? Yes, it's possible! It just takes some discipline and planning ahead of time. I know it works for my clients! So what about Chrome OS? ? You can do limited word processing on the Chromebook, so don't be fooled into thinking you can't. The reason why you might think that though is because there is no file manager and no cloud file storage on the Chromebook (yet). If there was it would be easy to add that feature too. But the way Chrome OS organizes content makes it pretty simple to create your notes in a format like Google Docs or Google Sheets. To edit a document you simply open up a spreadsheet and paste the content into the open cell. I found that easier than using the built in word processor. It can be slow depending on how many times you open the document and how much content you are inserting. You do need to close out of the spreadsheet when finished so that the documents will not get deleted.
Here are the things that I am sure cannot be done on Chrome OS without an internet connection: Download and install a document format, a PDF viewer, anything on the web. All the Chrome web apps require an internet connection.
Use any Google Drive apps including things like Google Docs, Spreadsheets, Drawing, and Presentations. Email any attachments. Email with a Chromebook. If you choose to use the Internet to access applications then you also have to do something with email.
Why can't I use Word on Chromebook?
I am using a Chromebook which has only 2GB of RAM and I've been trying to use Word and Excel to save my files for awhile.
Word freezes and Excel starts a process that consumes the rest of the RAM.
I also tried the Google Docs which doesn't have any issues with it. I even tried to install Chrome on another machine and it wouldn't work as well. It's possible that there are some add-ons I haven't installed but if so I don't know what they might be. How can I make Word and Excel work? Most likely this is due to chrome sandboxing. The problem is that chrome is sandboxing it's own javascript. When you open a word document it runs the javascript that opens the word documents, it then runs the javascript to open the other documents. So by opening the document, it runs the javascript to run the other documents. If it's not already running, it will start running them.
So to get around this you need to either: Make sure the word and excel documents do not contain javascript or. Run javascript from a different computer. (Which is really bad) If you know what javascript is, you can disable it in the file menu on the top right. Or the extension manager.
I think if you go into the extensions manager, you can choose disable extension.
Can you use Microsoft Word without internet?

Can you work on a Chromebook without internet?
I have a Chromebook.
It has Chrome on it. On a full desktop it has access to everything you would need if you're on the internet and not connected to it. If I am at home, I can tether my phone and see anything on my tablet or laptop, if the phone doesn't mind the connection. At work I have my laptop. I can type notes and files and whatever. It's a great device for that purpose.
But I don't have internet at work. I don't want internet on it, and I can't connect it with my laptop. It has to be offline.

It sounds like you're trying to connect a full desktop to a Chromebook, and Chromebooks do have a way to connect to your phone over Bluetooth or Wi-Fi, but there's no built-in way to do the same with a full laptop. You're not going to be able to connect to the internet with a full desktop computer or a normal laptop, but you can use your phone as a web browser.
The trick is you need to find a way to bridge the desktop and the phone. Option 1. You can connect a phone to a desktop via a standard Ethernet cable. That requires an adapter to turn it into a wired network connection. It's relatively easy to find those adapters, and they aren't expensive.
