I was using my IP address to do my daily work on my computer, and today my IP was blocked. I can't access to this website at all. How do you fix the owner of this website has banned your IP address?

Check the web address of the web page you're attempting to reach. In most cases, if you're using Internet Explorer, you'll be able to change the URL by selecting Tools > Internet Options > Advanced, then clicking the Reset button (which looks like a small paper clip). Select the Reset button for the "Local intranet" option. Click "OK" to confirm your selection and restart your browser. This will clear the cache, and your browser should try to find the correct web address again. If you receive the same error message, there may be an error on the web page you're attempting to access.

How do I fix my IP address ban?
I've had this problem for quite a while now.
I have read a lot of posts on how to fix it, but nothing works. I still can't upload/download files from/to certain sites like Google Drive or Youtube. I tried this, and it said that the server I was connected to had been banned by IP address, but I have no idea how to fix this.
So the site that I tried the program on is for some reason not letting me upload files anymore. I didn't think that could have anything to do with why I couldn't upload files, but anyways I found a solution. There is a web app called "ipblocklist.com" where you can enter your IP address and find out if that IP has been blocked. I checked it and it had been, so I tried changing my IP address and it worked. I don't understand why Google Drive isn't letting me upload files anymore, but I changed my IP address and it was fixed.
Can someone block your IP address from their website?
I was in the middle of writing a comment and got this message.
Hi, We are temporarily blocking your IP address from posting comments on this website to maintain your privacy. After you comment and post you will be able to visit the comments section again.
My first thought was that it was a spammer trying to get me to click a link. But if they were, they were really bad at it. It's not like it's in my browser history. It was in my browser history, but it just wasn't for the right site. But when I went to look at my browser history to see what was up, it had already been removed.
The first thing I thought of was that someone was looking for my login information to steal from my comment (and I do have password protection on my blog). I've never gotten an email asking for any of my login information. And if they would ask for it, it's not like they would go to my bank account or anything.
So I tried logging in. And it didn't work. Which means they did know my login information. That also led me to think that someone was looking for my login information.
But then I looked at my Google History and my Gmail History. They're all clean. So who was looking for my login information? How could they know? If they had that information, how could they use it to access my blog?
And why did it go away? Why did it go from my browser history to my Gmail History and then to my Google History? I was just writing a comment. I don't understand it.
And my Google history isn't as clean as you might think. I think I've been to google.com/history more times than I can remember.
I hate to think that someone is reading my blog comments. But I was writing about my own life experiences. If they were getting it from someone else's experience, then it's someone I know. And I'm not going to think about that person.
