How do I reset my iPad if I forgot my passcode?

Hey guys, I bought an iPad mini last week, but the guy I bought it from didn't provide me with a backup for it.

When I turn it on the screen is frozen and only has a red "stop" mark on it. I tried the restore process, but it just gives me a screen with lots of options and then nothing.
